It means ‘curb your dog’, as in, don’t let it pee or poo on the sidewalk.

Comment by Dan | thesamovar April 20, 2008 @ 3:37 pmIt is a symbolic representation of the spot that you place your dog as he lines up to ride the rocket sleigh. In most cultures these types of sausage dogs that ride rockets are known as “Rocket Dogs.”
The preceding sentence is almost entirely false.
